Community-Wide Watch Program

A rural town police department wants to build a community-wide watch program and involve the citizens in finding missing persons, solving crimes and improving the overall safety of the town. The community wanted this capability on 125 phones.

Solving this challenge will benefit the town in the following ways:

  • Enhanced community safety by providing an up to date public announcements concerning safety.
  • Local government now has a better information and a true pulse on the current community condition
  • Reduction in crime due to the implied deterrent of the new community involvement program. This freeing up local budget funds for other uses.

Solution

The focus of this solution is the ability to broadcast information to the masses, with the ability to receive acknowledgements from the recipients, and requiring minimal database maintenance of contact information.

  • From an IP phone, select a message that will be broadcast to a selected Dial Out Group that can represent dozens, hundreds, or even thousands of off-network phone no.’s.
  • From an off-network phone, record a message that will be broadcast to a selected Dial Out Group that can represent dozens, hundreds, or even thousands of off-network phone no.’s.
  • View the results of each call out on a standard reporting feature, or download the results to a spreadsheet for further analysis.
  • From an intuitive, three step web driven GUI, type a message to be broadcast, select how to disseminate the message choosing any combination of off-network phones, cell phones, email addresses, or as cellular text messages, and submit for delivery.
  • Create groupings that target specific audiences, but uses different mediums to reach them; for example group constituents where Spanish is their preferred language and broadcast the message in Spanish using any combination of off-network phones, cell phones, email addresses, or as cellular text messages.
  • Through IPfusion, automatically maintain data used by IPsession with main data source already maintained by the town government.
  • Constituents can choose to be connected to a police department representative while receiving a crime tip solicitation call.

Statewide Notification Program

A local government is participating in a statewide notification system. Notifications must be sent to acting government departments as well as constituents. The challenge is how to send the notifications out in various ways without implementing various point solution products, each representing a potential point of failure. The government has 800 IP phones.

Solving this challenge will benefit the city in the following ways:

  • Decreasing the time needed to inform constituents of impending natural disasters and the steps they should follow before and after significantly increases a government’s ability to protect life and property
  • Effective communication techniques allow the government to send constituents to where government aid is provided and deliver basic necessities in a more efficient manner.
  • The ability to prepare constituents results in less of a burden placed on government services after the event
  • Timely and effective communications with constituents increases their  level of trust in the local government leading to a tighter knit community

Solution

The focus of this solution is the ability to broadcast information to the masses, with the ability to receive acknowledgements from the recipients, and requiring minimal db maintenance of contact information.

  • From either an IP phone or off-network phone, a user dials a number and automatically the mass notification team members are called and connected to a conference call to coordinate activation of the statewide notification system
  • From an IP phone, a user selects a message that will be broadcast to a selected Dial Out Group that can represent dozens, hundreds, or even thousands of off-network phone no.’s alerting constituents of important information
  • From an IP phone, a user hits a speed dial button, or select from options on the Services menu and broadcast a pre-defined message to dozens, hundreds, or even thousands of on-network phones alerting employees of important information
  • From an off-network phone, a user records a message that will be broadcast to a selected Dial Out or Paging Group that can represent dozens, hundreds, or even thousands of recipients
  • Users can view the results of each call out on a standard reporting feature, or download the results to a spreadsheet for further analysis
  • From an intuitive, three step web driven GUI, a user types a message to be broadcast, selects how to disseminate the message choosing any combination of on-network phones, off-network phones, cell phones, email addresses, or as cellular text messages, and submit for delivery
  • Create groupings that target specific audiences, but uses different mediums to reach them; for example group constituents where Spanish is their preferred language and broadcast the message in Spanish using any combination of off-network phones, cell phones, email addresses, or as cellular text messages
  • Through IPfusion, automatically maintain data used by IPsession applications with main data source already maintained by the local government

Roadway Safety and Emergency Response

A rural county government has multiple bridges in its boundaries that stretch beyond 5 miles each.  In an effort to improve safety on its roadways, the county would like to add analog phone boxes every mile along the bridge ways.  However, if the county adds video surveillance along the same highways, the county can receive Homeland Security funds to fund the project.  The challenge for the county is finding a simplified solution that integrates the ability to identify the analog phone being used to report the emergency, and viewing images from the nearest video camera with the particular phone in its view angle.

Solving this challenge will benefit the county government in the following ways:

  • By meeting Homeland Security funding requirements, significant funding for the county can be used for not only its rural roads, but for city centers where populations are more concentrated
  • The local sheriff’s offices would be able to dispatch its officers quicker and more efficiently to the location of the emergency, allowing fewer officers to be on patrol, thus reducing costs
  • A safer roadway would draw more traffic through the county, leading to more retail sales, hotel stays, and in general more tax revenue for the county
  • In creating a sound solution based on latest technology, the county takes a leadership role within the state, helping to elevate its status, leading to further funding and testing of new technologies in the future

Solution

The focus of this solution is provide a web-based video surveillance application for easy access to county roadways

  • A driver opens an analog phone box, and lifts the handset, automatically connecting it to the county office dispatch office
  • The county dispatch agent receives notification of which analog phone has been opened and/or taken off-hook
  • An option is provided to the dispatch agent’s IP phone to view the still image from the camera with the analog phone in its view angle
  • Upon identifying the location of the emergency and nearest camera, the dispatch agent can access a web based video surveillance application that allows easy access to all its cameras for immediate, real time video of the surrounding area
    • Upon assessing the emergency, the dispatch agent has several options available to dispatch the correct personnel to the location
    • From an easy three step, web based interface, broadcast the information over two way radio to patrol officers
    • From an easy three step, web based interface, broadcast the information as text to mobile devices to patrol officers
    • From the IP phone, initiate on-demand conference calling reaching out to those responsible for safety on the roadways
    • From an administrative, web based interface or from any phone, initiate a dial out to the proper personnel allowing them to acknowledge receipt of the alert

Recording Emergency Calls

The public safety department of a mid-sized town receives many emergency phone calls in their office.  They are looking for a solution that would record all 911 calls, and send alerts to the security officers when a 911 call is made. The department needs to also record all other inbound emergency calls from their two local PRI's.  They need a solution that allows them to start a recording at any point in a phone conversation, and have that call recorded in its entirety.

Solving this challenge will benefit the public safety department in the following ways:

  • Recording all incoming 911 calls is often required by law, allowing the department to be in compliance.
  • The organization will improve response time to recordings requested by outside entities including the medical community, law enforcement, legal counsel or patients.
  • Recorded calls will aid in settling disputes more efficiently, resulting in improved customer satisfaction.
  • Utilizing recorded calls for training purposes will improve the quality of calls and speed up the training process for new employees.

Solution

The focus of this solution is to provide recording and storage for a high volume of calls along with easy retrieval of data.

  • All inbound 911 calls are recorded and stored automatically by configuring the IPstudio software to record each call and match the dialed number.
  • Each user that needs to be able to record any other call, inbound or outbound, will require a service or button on their IP phone that will allow them to initiate a recording.
  • Once the service is triggered/button pressed, the call will be recorded in its entirety and stored by the IPstudio call recording server for later retrieval.

Recording and Retrieving Calls

Child Protective Services of a metropolitan city needs full-time recording for 100 employees, along with a way to easily retrieve the recorded calls so they can be used in court proceedings. The managers also need a way to view, listen to and download recordings, with access to these capabilities limited to their team members only.

Solving this challenge will benefit the public safety department in the following ways:

  • Recording all calls within a government facility is often required by law, allowing the organization to be in compliance.
  • Child protective measures will increase due to accuracy of information obtained via recorded phone calls.
  • Social workers and managers will be better prepared for court proceedings as they will be able to easily retrieve and review phone calls with parents, law enforcement or medical facilities.
  • Quality control and customer satisfaction will improve as managers will have the ability to review team member calls, identify areas for further training and help prepare the team for court appearances.

Solution

The focus of this solution is to provide full-time recording and storage for a high volume of calls along with easy retrieval and review of data.

  • In order for all IP phones to record both internal and external calls, the devices will need to be identified to setup the appropriate recording filter.
  • Once the filter is created, each manager will need to identify the IP phones that are used by their team members in order to create a Recording Group, with a Group Supervisor assigned to that Group.
  • The Group Supervisor permission level will be set to allow for viewing, playing and downloading recordings, along with the ability to modify the assigned Recording Group.
  • The management, viewing, playback and downloading of recordings will be done using the graphical user interface via Internet Explorer.
