Increasing License Renewal Revenues

A city government wants to increase revenues by renewing a higher percentage of building and contractor licenses.  Currently, the city is manually reviewing on a monthly basis what licenses have expired, then mailing a reminder letter to the contractor. In many cases, the mail does not reach the targeted party due to the contractor no longer exists, addresses may have changed, or the mailing is simply disregarded.  The city is looking for a more efficient and real-time manner to solicit renewals of licenses and maintain current information on certified contractors.

Solving this challenge will benefit the city government in the following ways:

  • The city can lower its cost of notifying contractors of expired licenses by leveraging VoIP.  It also can maintain its pledge to become greener by moving away from a process based on paper to a process using telephony and internet connectivity.
  • By leveraging the city’s database to drive notifications of expiring licenses, the city can save costs on personnel dedicated to the process, and reallocate those services to more productive activities.
  • Delays in mailing the notifications and the contractors placing their attention to them allows licenses to expire, creating more paper work and processes to recertify the contractor, which in turn delays revenue.  By leveraging VoIP, contractors receive notifications on a real-time basis.
  • The city can leverage the VoIP infrastructure to notify contractors of more events than license expirations, such as changes in local regulations or restrictions.

Solution

The focus of this solution is to provide the city with a paperless renewal process that leverages a VoIP infrastructure

  • IPcelerate’s IPfusion server integrates to the city’s database and queries its licensed contractor’s records for expiration dates.
  • Based on the designated lead time, the IPfusion server will automatically drive a dial-out to the contractor;s listed phone number, as well as an email to their address on file. IPfusion will examine the results of the dial outs, and resend those that were not acknowledged; it will notify city personnel of those that were not valid to verify if the contractor still exists.
  • When the contractor receives the automated call, they can be given the option of simply acknowledging the call, or connecting with a city personnel to review what paper work needs to be filled out and confirm the licensing cost.
  • The city can review  reports in real-time of the daily dial-outs and the success rate of renewals. The data will help them determine if the process needs to be adjusted in any way.
